Originally from Massachusetts, he attended Phillips Exeter Academy, Harvard University, School of the Art Institute of Chicago and studied in France. He exhibited at the Pennsylvanis Academy of the Fine Arts in Philadelphia (1920's-1930's). In 1944, Bartlett moved to Charlotte, NC and taught at the Mint Museum of Art, Burton Institute, Guilford College and other schools.
