This is a vintage late 1930's (World War II-era) telegraph/morse code trainer. This trainer, manufactured by Instructograph Co. of Chicago, would be hooked up to a morse key (not included), and would utilize a punched paper spool. Power is achieved the old fashioned way; user would crank the unit and was able to manually change variable speed.
This unit works, and comes with its telegraphy wireless instruction booklet (dated 1937) and 5 spools. Measures approximately
